Ubuntu 18.04 - kernel is not updated to the latest version using dist-upgrade

I am using apt-get dist-upgrade to update multiple Ubuntu 18.04 servers. On half of the servers the latest kernel is installed and on the other half it is not. For the servers on which the kernel has not been updated ; the kernel package is available when it is searched with apt-cache search.

The apt configuration on all machines are identical and so is the update process.

On one server the kernel is updated and installed on another server I only see that the new kernel headers are installed but not the kernel itself.

If someone has a clue what the cause could be, I would like very much to hear that.
