TDMA dynamic allocation

I am a beginner to wireless networks. As such, I have been reading this book by petar popovski, which is a beginner level guide to wireless connections.

The first chapter deals with dynamic allocation using TDMA. My doubt revolves around understanding the number of bits required for frame header to describe F slots for K users? I understand that there are K^F ways to allocate the slots, however I fail to follow the next lines where it describes the number of bits for the frame header.

Please can someone elaborate on the highlighted text for the book or point me to useful resources for understanding this concept.
