Does IOS App Tracking allow my App to determine if another App is running/launched?

E.g. If I had created an App that needed to know if you were currently using Uber, and it asked for and was granted permission via App Tracking, does App Tracking let my App detect if the Uber App is active? I fully expect the answer to be "no", as that would seem a security model violation, but was told the answer is "yes", so while skeptical, I am checking with those more enlightened.
