How do you test the max size allowed over HTTP requests on a given server?

When an HTTP request is made to a server, does the response header contain details of the max size allowed for the GET or POST request being made? Is there a way an outside agent could determine the size limit of HTTP requests to any server that I make a request to? Or is server data such as that keep private.
