Keyboard layout change on Amazon Linux 2 with MATE connected with RDP

I'm connecting an AWS EC2 Linux 2 instance via RDP using MATE interface. However I cannot change the keyboard layout. I have tried these:

  1. Using preferences I added my layout and removed English layout. Didn't work.
  2. setxkbmap is not working
  3. loadkeys is not working
  4. Connected through ssh and tried changing. Didn't work.

Any suggestions?
