After having reinstalled proj4 and played around with passing environment-variables in my .bashrc-file, such as

export PROJ_LIB=/home/linuxbrew/.linuxbrew/bin/proj
export PROJ=/home/linuxbrew/.linuxbrew/bin/proj

the error message changed to the following:

DEPRECATION: Could not build wheels for cartopy which do not use PEP 517. pip will fall back to legacy 'setup.py install' for these. pip 21.0 will remove support for this functionality. A possible replacement is to fix the wheel build issue reported above. You can find discussion regarding this at https://github.com/pypa/pip/issues/8368.

After searching solutions to the main error message c++: error: unrecognized command line option '-R', I finally found it in this discussion.

What I did was searching for the relevant files using the mighty find method:

andylu@andylu-ThinkPad-Edge-E130:~/Desktop/Python/Scripts$ sudo find / -type f -iname "unixccompiler.py"

Next, I opened the relevant python-files containing the currently used version 3.8 in my text editor VS Code. Then, I searched for "-R" in these files to find the following code-piece:

        else:
            if self._is_gcc(compiler):
                # gcc on non-GNU systems does not need -Wl, but can
                # use it anyway. Since distutils has always passed in
                # -Wl whenever gcc was used in the past it is probably
                # safest to keep doing so.
                if sysconfig.get_config_var("GNULD") == "yes":
                    # GNU ld needs an extra option to get a RUNPATH
                    # instead of just an RPATH.
                    return "-Wl,--enable-new-dtags,-R" + dir
                else:
                    return "-Wl,-R" + dir
            else:
                # No idea how --enable-new-dtags would be passed on to
                # ld if this system was using GNU ld. Don't know if a
                # system like this even exists.
                return "-R" + dir

In this very code-piece, I replaced "-R" with "-rpath=" and the final stand-alone "-R" (last line of code piece above) even with '-Wl,-rpath='. Done that, the code-piece looks like so:

    else:
        if self._is_gcc(compiler):
            # gcc on non-GNU systems does not need -Wl, but can
            # use it anyway. Since distutils has always passed in
            # -Wl whenever gcc was used in the past it is probably
            # safest to keep doing so.
            if sysconfig.get_config_var("GNULD") == "yes":
                # GNU ld needs an extra option to get a RUNPATH
                # instead of just an RPATH.
                return "-Wl,--enable-new-dtags,-rpath=" + dir
            else:
                return "-Wl,-rpath=" + dir
        else:
            # No idea how --enable-new-dtags would be passed on to
            # ld if this system was using GNU ld. Don't know if a
            # system like this even exists.
            return "-Wl,-rpath=" + dir

After having saved and closed the above-mentioned modified python-scripts, the installation of cartopy finally worked out successfully:
